ABSTRACT

The County was formed substantially from the Teesside County Borough, which itself had only been created, after many decades of aspiration, in 1968. The inception of Teesside had represented, certainly in industrial and planning terms, a broadly rational step towards the management of a densely occupied conurbation of townships, with separate, but similar heritage and needs. The Tees, is, however, its 'raison-d'etre'; the magnet for vast capital-intensive developments in the steel and petro-chemical industries; service, light, or white-collar industries are scarce, and local government with ICI and the British Steel Corporation are the major employers of labour. The Teesside Advisory Service which formed the central core of personnel and practice in Cleveland had, however, been recruited on this newer 'generalist' basis, had formulated appropriate policies and had, by 1974, experience in working on school development lines. Around the time of the inception of Cleveland the Advisory Service was closely involved with the appointment of considerable numbers of new Headteachers.
