ABSTRACT

In this chapter, Joan Dean provides an LEA perspective on the need for more systematic provision of management training. She argues that local authorities, as employers, must be responsible and accountable for the quality of their workforce, and that management training at all levels is part of this accountability. She stresses the need for LEAs to have an agreed management policy based on a regular and systematic assessment of in-service needs; and that this policy must be represented by a comprehensive programme of management development which itself reflects a partnership in planning between LEAs, schools and higher education institutions. Built into such programmes would be systems of appraisal, record-keeping and evaluation. Finally, she advocates training for advisers as well as headteachers in which the links between training and implementation, preparation and support, are integral to the course design.
