ABSTRACT

This chapter takes stock of the emerging evidence on the recent international expansion of state-owned enterprises (SOEs) and associated policy concerns that have important implications for the design and management of legitimate internationally active SOEs in years to come. It first reviews the empirical evidence on the incidence of SOEs in international markets and discusses key concerns from a market competition point of view. This background serves as a basis for a subsequent discussion of existing national and international regulations and potential changes to them. The chapter concludes by considering what elements need to be taken into account in this context by policy-makers responsible for governance of SOEs so that the international operations of these enterprises are not impeded in the future.
