ABSTRACT

Technological transformation represents different realities depending on whether it is broadly or narrowly defined. In the narrow sense, a technological transformation is when a production engineering, process or qualifications change occurs in one or several fields. Capital accumulation in colonial agriculture and industry stagnated despite stimulation plans passed by the administration. The analysis of technological transformations and the connections with technological development since 1962 is considered in four parts. In the first part, analyses the economic and technological situation in 1962. In the second part, the technological transformations which have occurred will be assessed through the analysis of production and employment. The third part identifies the means of the technological transformations which have occurred through a study of the investment, education and training and research policies. The fourth part, reviews two contrasting sectorial experiments which concretely illustrate the successes and difficulties of technological transformation and development.
