ABSTRACT

A technological transformation process can be defined as a process to design, produce and control new knowledge and new equipment in order to make new or old products in a more efficient way. It requires the availability of the proper qualifications to conceive, produce, and use the knowledge and machines. Given the extent of the achieved or expected technological transformations, it is normal that the Algerian authorities consider producing the technical culture and these new qualifications since the colonial inheritance, as readers have seen previously, did not involve such a technical culture. The three major objectives for development of the educational system are democratization, extension of the use of the national language, and scientific and technical orientation. However, the achievement of the first two objectives, which the colonial inheritance made imperative, will raise a problem, along with other factors, for implementation of the scientific and technical option.
