ABSTRACT

This chapter looks at the state of homelessness in Finland and the country’s journey and successes in combatting homelessness. The development of the concept of housing social work, within the Finnish version of an integrated ‘Housing First’ strategy to prevent and reduce homelessness, is examined. Finland has shown unusual success in reducing overall homelessness and levels of long-term homelessness associated with multiple and complex needs. As of 2021, homelessness levels had been falling steadily for nine years, leading to Finnish practice being discussed and analysed as a possible model for other European countries. While steady progress continues to be made towards the national goal of eradicating homelessness by 2027, areas where policy is still being refined are identified, including establishing the right mix of services to prevent and reduce women’s homelessness.
