ABSTRACT

Preventing the introduction of new pathogens is the first line of defence against disease epidemics. However, even the best prevention efforts will not stop all introductions. Efforts at early detection and rapid response (ED&RR) increase the likelihood that these will be successfully addressed while populations are still localized and levels are not beyond those that can be contained and eradicated (Hughes and Burnett, 2015; Foresight, 2006; NISC, 2003). Once pathogens are widely established, all that might be possible is the partial mitigation of negative impacts. In addition, the costs associated with ED&RR efforts are typically far lower than those of long-term management programmes.
