It has to be assumed that the use efficiency of any implement is strongly skill-dependent and farmers used to the short-handled hoe would work with it most efficiently. Therefore, the comparison has to be looked at with caution: the operators may have lacked the skills to handle the other implements optimally. However, the rotating tools were not suitable to remove advanced grasses and could not work close enough to the cassava stems to cut the vines of climbers. Such shortcomings are tool-and not skill-related, rendering the tools less effective.
