ABSTRACT

This chapter discusses the terminology and issues to technology transfer and East-West relations. It explains short historical outline of West-East technology transfer. The chapter looks specifically at the economic side of West-East technology transfer. It examines the very controversial question of the role of Western technology in Soviet military power, looking at the relationship of technological change to security, the relative levels of Soviet and Western military technology, and the historical evidence on the use of Western technology by the Soviet Union for military purposes. The chapter discusses the general subject of West-East technology transfer from an Eastern perspective. It addresses a more specific issue, namely the impediments to innovation under central planning and the prospects for an economic reform which could speed the innovation process. The chapter also presents an overview on the key concepts discussed in this book.
