ABSTRACT
Development levies, land dedication, and servicing requirements comprise the primary vehicle for land-value capture in Canada. Development obligations are standardized in legislative arrangements and are designed to set clear rules and reduce the cost of negotiations, but experience shows that ad hoc, site-specific negotiations between municipalities and developers have not been eliminated. In the four provinces surveyed in this chapter, there has been an increasing trend in the burden of development obligations. Shifting the costs of growth away from existing tax payers continues to be the main impetus for imposing obligations.
