ABSTRACT

In the 21st century, the principles of policing still hold true and have been reaffirmed by the Select Committee as the “Statement of Common Purpose and Values for the Police Service”. The vision of the Association of Police and Crime Commissioners/National Police Chiefs’ Council acknowledges the need for continued trust and confidence in the police, whilst identifying the changing needs for policing including the evolution of new and often complex crime types, the globalisation of communities along with the growth in digital crime. The National Police Chiefs’ Council support the implementation of a Policing Education Qualifications Framework providing educational entry routes for new police constables as it will provide national consistency and professional recognition of the educational standards of the service. In 1829, the then Home Secretary, Sir Robert Peel, worked alongside the first commissioners of the newly established Metropolitan Police to formalise the principles by which the police service should operate ethically and with the consent of the public.
