ABSTRACT
This chapter contends that poor economic performance in certain developing countries cannot be adequately explained by non-policy factors, such as geography, climate, history, and culture, and that such explanations are best viewed as attempts to ‘explain’ why ‘good’ policies based on mainstream theories have failed.
