ABSTRACT

This essay focuses on the proposal for a new American military facility in Henoko, Okinawa. Since this book was first published, Okinawa’s tenacious and unusual governor Onaga Takeshi died of pancreatic cancer. Onaga was a rare politician who used his power as a regional force to challenge the central government’s position and oppose construction of yet another American base in Okinawa. Although this essay is not about Governor Onaga, it examines the struggle that began before he was governor and today continues in his name and memory.
