ABSTRACT

The education system in England has undergone, and continues to undergo, substantial change. The major issue facing further education (FE) and higher education (HE) is the imperative for substantial growth of higher education. This chapter outlines the national policy context and the contemporary position of HE in FE. It considers the historical background, current policy trends and development, the interface between Higher Education Funding Council for England (HEFCE) and the Learning and Skills Council (LSC) and ways in which this could be developed to deliver HE. Helena Kennedy argues that for FE to function effectively it is important for institutions to perform successfully with regard to the quality of education provided; the amount of funding available; and the range of students attracted to learning. The Dearing Report highlighted many issues facing HE and in its deliberations considered the delivery of HE in FE.
