ABSTRACT
Professor Kelsen offers a penetrating analysis of several theories of sovereignty, and by close examination of their inner logic, demonstrates the untenable position of certain theories if faithfully carried to their conclusions. Although the author finds a unity between national and international law, he asserts that resolution of the question of which is superior is beyond the scope of the science of law and ultimately resides in the frame of reference from which the respective protagonists approach the problem.
