ABSTRACT

This chapter sketches the development of this regional response. It examines why the Forum has identified certain activities as threats to the region. The chapter also examines how the Forum has attempted to suppress these threats using a regional approach within a framework of international obligations. It explains how effective this process is in getting domestic laws updated and implemented in Forum members. The chapter examines the steps taken by Forum members to respond to the Forum's recommendations. It describes changes in law enforcement policy and practice in the various subject areas while the upgrade of legislation is the key concern it is not the only concern. The Honiara Declaration on Law Enforcement Cooperation, adopted by the Pacific Islands Forum in 1992, initiated a significant regional effort to suppress transnational crime in the South Pacific. To facilitate change, Forumsec has developed model legislation to address people smuggling, human trafficking, refugee determination and associated issues.
