ABSTRACT

This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book addresses the history and foundations of growth management in Florida. It highlights the promises of growth management and contains a sobering assessment of the difficulty in realizing those promises. The book lays out the fiscal foundation for growth management in Florida and details the impacts of the state legislature's decision to defund major portions of the state's commitment to growth management soon after passage of the 1985 Growth Management Act (GMA). It focuses on evaluating growth management outcomes in Florida. The book examines the effectiveness of Florida's growth management policies. It focuses on outcomes originally linked to the state's growth management system when it was passed in 1985. The book also examines the question of the impact of growth management on the economy of Florida and its largest cities.
