ABSTRACT

This chapter considers some of the impacts upon the local economy of locating the Parliament in Edinburgh. These impacts include: those directly associated with the Parliament, as well as wider positive and negative impacts on organisations not directly associated with the Parliament and the wider multiplier and displacement effects. The chapter describes the analysis within the context of the current geographical distribution of government and Non-Departmental Public Bodies employment, as the location of the Parliament can directly influence many of these. It discusses the possible direct and indirect impacts of the Parliament upon Edinburgh. The chapter also considers some of opportunities to use the employment benefits of the Parliament and, more significantly, the buoyancy of the local economy to tackle the problems of social exclusion and particularly that of long term unemployment among the most disadvantaged of the city.
