ABSTRACT
The case for decentralization is easily made in most African societies. They tend to have highly diverse (and poor) populations spread over large, varied terrains. The capability and legitimacy of their state institutions-weak to begin with-have eroded severely in recent decades. Unfortunately, a clear rationale is not a sufficient condition for success.
