ABSTRACT

The impressive growth of Vermont’s permanent population has corresponded with increases in seasonal and transient population in association with a recreation and tourism boom that began during the affluent 1960s. The Vermont Community Development Program, funded by the federal Community Development Block Grant, provides planning grants to give communities technical expertise and professional resources needed to test ideas, propose strategies, develop plans, establish policies and procedures, and conduct organizational activities. Vermont planning funds 'declined precipitously' shortly after the passage of Act 200 and remained low through the 1990s Aesthetics has also become an important issue in growth management in Vermont under Act 250. In considering aesthetics, the review process addresses two essential questions: Will the project have any 'adverse' aesthetic impacts on the scenic quality of an area and, if so, whether those impacts will be considered 'undue' when taking into consideration the type of development project and its surroundings.
