ABSTRACT
Planning and evaluation could include the ethical dimension by enriching the deliberative process with the construction of consensus through participation by constructing choices based on the principle of general interest discussed in public arenas. The ethical dimension must also be considered in light of the needs/goals of future generations. With multicriteria evaluation the distributive dimension is a structural one because it expressly focuses on how far a given goal is pursued in respect to others and, therefore, who is penalized or benefited because it assumes that a particular goal is important: it facilitates a distributive/ethical/social type of judgment. The evaluation method adopted is based on Multicriteria Decision Analysis, as an approach open to public participation, employing a set of techniques for ranking options by preference. The evaluation method allows analysis of spatial differentials in the target area, and full tapping into the potential stemming from the construction of shared collective values through a participative evaluation process.
