ABSTRACT

Since 2012, Colombia has had a State Policy for comprehensive development in early childhood called “De Cero a Siempre” (From Zero to Forever) (Congreso de la República de Colombia, 2016). The policy was constructed in a participatory manner, and it has been recognized for its focus on children and its comprehensive, intersectoral approach. This chapter is both a description of, and reflection on, the process of creating and implementing the policy between 2010 and 2016. The text centers on three questions regarding the policy: 1) How was the De Cero a Siempre structured so that it would be comprehensive in nature? 2) What was the role of data and evidence in its creation, execution and evaluation? 3) Which aspects most affected the local implementation of the policy?
