ABSTRACT

This chapter presents a basic, general model of planning and its tools that is essentially correct for a lot of places. There are two basic products that emerge from the planning process—plans and regulations. The first is a blueprint, while the second is a tool. The comprehensive plan takes into account parks, open space, recreation, and the environment. Public services and utilities are also included, and maybe farmland, historic sites, and cultural amenities. The comprehensive plan typically reviews the current status of the community, identifies key problems and opportunities facing the community, and sets forth the community’s goals and community development objectives. Once the comprehensive plan is approved by the planning commission and elected officials, the zoning ordinance is the key vehicle for putting the plan to work. The zoning ordinance is made up of two parts—a zoning map and a text of the regulations.
