ABSTRACT

Beginning with a brief history of German film policy, the discussion will familiarize readers with the range of organizations and categories of people involved in the development of policy: from the Federal and regional film boards through to the new Minister of Culture Monika Grütters to production agencies and studio systems. The historical discussion offer insights into unresolved difficulties that continue to present challenges for contemporary German audio-visual production. Special attention will be paid to the effects of competition with Hollywood and technology shock, but also to the effects of the EU and the emergence of transnational filmmaking. It will examine in detail three specific challenges and the German responses: market permeability, audience appeal, and policy modelling and market integration.
