ABSTRACT

Today, Security Council decisions frequently address human rights issues in the context of peace and security. Non-governmental organizations are not part of the UN human rights machinery. The High Commissioner should take action, on his/her own initiative, to promote or protect human rights, wherever and whenever required. The Sub-Commission's contribution to the drafting of all the most important human rights standards is unquestionable. The High Commissioner is appointed by the United Nations Secretary-General, subject to approval by the General Assembly. Special Rapporteurs of the Commission, Special Representatives of the Secretary-General, Independent Experts, or Working Groups may be established as a special procedure. The Commission on the Status of Women was established in 1946 with the same status as the other functional commissions of the Economic and Social Council Composition (ECOSOC). The membership of the treaty bodies has a great impact on their standing and work. While considering individual communications, the treaty-based bodies have developed a unique jurisprudence.
