ABSTRACT

The success of any governmental program is contingent upon the existence of a modern and developed administration that exhibits a high degree of competency and efficiency. In Lebanon, the interaction between the private individual and the state administration, or within the administration itself, is a highly bureaucratic procedure. This chapter describes some examples of the kinds of partnership that the Ministry of State for Administrative Reform has been putting into place so that the state administration can respond to governance tasks more positively. The relationship between government, business and the community has been a focal point for discussion worldwide. Nations and their leaders are realising the importance of having all three sectors working very closely together. In December 2001, the Minister of State for Administrative Reform announced the launch of a new project called 'Citizen Enterprise'. Four organisations have been labelled 'Citizen Enterprises': Pikasso, TEAM International, Raidy Publishers and Chemaly Printing Press.
