ABSTRACT

The Triangle J Council of Governments (TJCOG), a non-profit planning organisation serving 30 local governments in North Carolina, decided in the mid-1990s to promote eco-industrial development in its six-county region. Instead of focusing on a particular industrial park, which might have limited interest in the concept to those interested in one piece of real estate, TJCOG began promoting eco-industrial development regionwide. The goal was to transform the way the entire region thinks about the flows of materials, water and energy.
