ABSTRACT
The Northwest Louisiana Commerce Center (NWLCC) is an eco-industrial park located on the grounds of the Louisiana Army Ammunition Plant (LAAAP), a deactivated 15,000 acre ammunition facility approximately 20 miles to the east of Shreveport, LA. The NWLCC is the research, education, marketing and community development programme for the LAAAP re-use mission. Valentec Systems Inc. a private facility use contractor, has developed the re-use programme under the federal Armament Retooling and Manufacturing Support (ARMS) initiative, which provides funding and programmatic infrastructure for the re-use of deactivated government-owned, contractor-operated ammunition facilities.
