ABSTRACT
France has the good fortune to be in a favourable position regarding CO2 emissions, largely because of the dominance of nuclear power as an energy source. The short distance France must go to meet the Kyoto Protocol standards of 2008/2012 is all the more daunting. Yet France is far behind in implementing industrial ecology or zero emission policies.
