ABSTRACT
When it comes to a government’s role in improving environmental performance, what works best as the new century begins: regulation, incentives, or governance (creating the conditions for change)? How do governments achieve improved environmental performance after ‘command and control’ ceases to be appropriate? The solutions depend on where the country in question is on the learning/development curve.
