ABSTRACT
The Montreal Protocol for the Protection of the Ozone Layer (1987) is an international agreement calling for signatory countries to eliminate the use of ozone-depleting substances (primarily chlorofluorocarbons [CFCs]). As such, the Montreal Protocol has almost inadvertently stimulated rapid technological innovation—innovation born of necessity.
