ABSTRACT

The Vienna Convention (1985) and the Montreal Protocol (1987) on the protection of the global ozone layer commit signatory countries to eliminate or replace ozone-depleting substances (ODSs) within a specified period. A Multilateral Fund was established under the Protocol to help developing countries meet the incremental costs of ODS phase-out required under the Protocol. The Fund is managed by an Executive Committee comprising 14 governments, seven from industrialised and seven from developing countries, assisted by a Secretariat in Montreal. It develops operational guidelines and policies and reviews and approves all project and programme financing.
