Midland, Michigan—They all played their classic roles once word got out last November that a Dow Chemical Co. contractor had repeatedly spilled toxic dust intended for Dow’s incinerator. Denunciations poured forth from outraged environmentalists such as Diane Hebert, chairwoman of a local group called Environmental Health Watch. ‘We are shocked by the carelessness and indifference that allowed these dangerous spills to occur,’ Ms Hebert told the Detroit Free Press. ‘Dow’s negligence has endangered our community’s health.’
