ABSTRACT

Environmental matters do not feature high on the agenda of reform programmes in Russia and this is a direct result of Government policy. The Urals Economic Region is probably the most important industrial region of the Russian Federation, dominated by metallurgical, chemical, heavy manufacturing and military industries. The region is considered to be the most polluted in Russia, and environmental conditions in a number of cities are critical. Industry in Kamensk-Uralsky is expected to fund 45% of the cost of the environmental improvement programme. The programme does not include funds for education, public awareness or training. The Sinarsky Pipe Plant in Kamensk-Uralsky, reviewed during an environmental management training course, is typical in its management structure and in its environmental impacts. Even for Russian organisations committed to improving their environmental performance, there are still substantial hurdles to clear should they wish to compete in global markets.
