ABSTRACT

This chapter describes examples of sustainable early childcare and education (ECCE) programs that combine these important ingredients of local and national support. In each case, monitoring and evaluation were critical to improving the quality of the intervention. The chapter reviews the history of two ECCE programs that have been successful in the United States: Head Start and the Special Supplemental Nutrition Program for Women, Infants, and Children. It also describes the development of Colombia's national community-based early childcare and education service. The chapter highlights Kenya's nationwide preschool program and summarizes the lessons learned from these efforts. Instituto Colombiano de Bienestar Familiar main purpose was to improve family welfare by supporting school feeding programs; day care, including feeding; legal assistance; and other community development activities. Programa para el Mejoramiento de la Educacion, la Salud, y el Ambiente is a well-known Colombian program that adopted the home-based approach.
