ABSTRACT

Anything is sociological if it is approached from a sociological perspective. The sociology of evaluation research is an instance of the sociology of science, which, in turn, is a part of the sociology of knowledge. A clear example of the application of the sociological imagination is found in the position taken by the United States Army in its resistance to the plans and policies of the New Deal's National Planning Board. Liberal brain-trusters and social reformers of the New Deal saw such efforts as the Civilian Conservation Corps and the WPA as an opportunity to "help" suffering people with educational, health, and personal problems. Another example is provided by the early five-year programs of the Soviet Union which were, in fact, pragmatic efforts to bring a whole society from one state to another. The kibbutz movement in Israel, although lacking the grand scale, may be viewed in a similar vein.
