ABSTRACT

This chapter presents a first step in evaluating adaptation, and addresses some of the basic concerns of the climate negotiators. A review of United Nations Environment Programme's (UNDP's) climate change-related risks and opportunities to enhance resilience was the first step in shaping the formulation of a Monitoring and Evaluation framework for UNDP's Adaptation Programme. The enabling activity projects were designed to prepare reports for the United Nations Framework on Climate Change through National Communications and National Adaptation Programmes of Action. Greater attention is being paid to the cross-cutting implications of climate change risks to development objectives, as evidenced by a growing number of high-level climate change strategies and action plans, both at the national level and within development agencies. The considerations apply to a range of contexts and challenges in designing and implementing "climate-resilient" development and addressing priority climate change threats.
