ABSTRACT

Security Council Resolutions 808 and 827, establishing the ad hoc International Tribunal for the Prosecution of Persons Responsible for Serious Violations of International Humanitarian Law Committed in the Territory of the Former Yugoslavia since 1991, Usher in a new era in the development of international law and international relations. In the 1950s, the Committee on International Criminal Jurisdiction was constituted by the General Assembly to examine the possibility of establishing a permanent court. The Statute of the International Court of Justice identifies the "general principles of law recognized by civilized nations" as one of the main sources of international law, thus making them part of international law. The creation of the ad hoc International Tribunal for the Former Yugoslavia is a significant event in and of itself and certainly represents a considerable step toward the establishment of an international criminal justice regime.
