ABSTRACT

The early actions of the Clinton Presidency reveal the Administration’s grasp of the power of science and technology to enable the future. The President’s proposals for deficit reduction and economic stimulus continue to reflect a recurrent theme of his campaign—science and technology are the engines of economic growth. In Technology for America’s Economic Growth: A New Direction to Build Economic Strength, he has offered a comprehensive blueprint to focus American science and technology on three central goals. They include long-term economic growth that creates jobs and protects the environment; making government more efficient and more responsive; and world leadership in basic science, mathematics, and engineering. Present circumstances demand that we use technology to reinvent government—to make it work better, quicker, smarter, and cheaper. The federal government has invested heavily in basic research since the Second World War, and this support has paid enormous dividends.
