ABSTRACT

The initiation of research on the introduction of a new health insurance scheme lies within the framework of the implementation of the objectives of the 9th Plan of Economic and Social Development. The development of the infrastructure must be based on complementarity and competition between the different public and private health structures in order to ensure optimal cover of the different regions of the country. Side by side with the progress made in the public sector, the private health sector has grown in both size and strength. The main characteristics of the current Tunisian health insurance system are the multiplicity of actors involved and the diversity of the cover schemes. The introduction of a system of agreed tariffs will constitute above all an instrument to provide almost automatic access for those insured to the health care market and to health professionals, whether public or private.
