ABSTRACT

This chapter begins with a description of the nature of the programs and their funding levels prior to the passage of the Omnibus Reconciliation Act of 1981. The Omnibus Reconciliation Act of 1981 affected spending levels in 232 of the budget's 1,314 accounts. Since the Legislative Reorganization Act of 1946, the accounts of the federal budget have been grouped by types of activity. The forty descriptions follow a common framework. They are listed by federal budget function. The descriptions are listed in the order in which the accounts would appear in the federal budget. The chapter explores the programmatic and funding changes that were made in 1981 after the passage of the reconciliation act. It discuses those administrative regulations which were issued in 1981 to implement the reconciliation act changes. The chapter presents the assessments of the effects of these changes. It includes a brief analysis of further changes sought by the Reagan administration in its fiscal year 1983 budget.
