ABSTRACT

A change in a country's political rights or civil liberties situation since the previous survey may be indicated by a political rights or civil liberties ratings change, and possibly a status change. Since its inception in the 1970s, Freedom House's Freedom in the World survey has provided an annual evaluation of political rights and civil liberties throughout the world. The survey attempts to judge all countries and territories by a single standard, emphasizing the importance of democracy and freedom. The survey demonstrates that there are free states with varying forms of democracy functioning among people of all races and religions. Countries and territories that receive a rating of 1 for political rights come closest to the ideals suggested by the checklist questions, beginning with free and fair elections. Civil liberties include the freedom to develop views, institutions, and personal autonomy without interference from the state.
