ABSTRACT

Eli Ginzberg’s work has been a model for those of us concerned about human resource policy analysis. Although it is rooted in economics, Eli has demonstrated the value of historical, quantitative, and theoretical methods as well as drawing upon other social sciences as appropriate. Eli has, in addition, demonstrated the importance of understanding policymaking processes and of making scholarly research accessible to politicians, policymakers, and the general public. He taught us that strategies are important if the analyst wants to influence political and policy processes.
