ABSTRACT
This chapter outlines, in very broad terms, what was known about the state of the world’s literacy at the end of the 20th century. To do this, two large data sets are reviewed. First, there are the statistics on adult literacy published annually by UNESCO. These figures are subject to severe limitations, which are explained below. However, I believe that they are sufficiently accurate to identify many of the main trends and priority needs for policy formation.
