ABSTRACT

On September 11, 2001, a stunned world witnessed thousands of people stream out of the World Trade Center in New York City in a live evacuation from a terrorist attack on the Twin Towers. Shortly thereafter, thousands more perished, stranded with no way to escape before the buildings collapsed.1 The loss of lives on that day is all the more tragic because the emergency evacuation plan in the Twin Towers of the World Trade Center was known to be one of the most exemplary plans in existence.
