ABSTRACT

Codes of ethics are systematic efforts to define acceptable conduct. To their supporters they are a means of providing guidance to public officials on doing good and avoiding evil (Rohr, 1991). They instill confidence in government and elevate the standards of administrative behavior in public organizations (Kernaghan, 1974). They provide guidance to decision-makers dealing with situations where values may be in conflict (Lewis, 1991). They are a means of defining ethical conduct for public professionals by linking occupational standards with the context of public action (Bruce, 1996).
