ABSTRACT
This chapter addresses the problems of public service ethics in a Chinese society. Taking Hong Kong—a Special Administrative Region of the People’s Republic of China—as an example for discussion, the chapter will highlight the significance of contextual variables in understanding the role of administrative ethics in the process of government.
