The Directive has as its object the prevention or limitation of groups of substances either directly or indirectly into groundwaters,96 for example, lead, cadmium, asbestos and pesticides. In addition, the Directive requires Member States to draw up programmes for the progressive reduction and eventual elimination of pollution caused by waste from existing establishments. These programmes are to form the basis of a further directive, co-ordinating action at Community level.
