ABSTRACT

Refugees constitute one of the most vulnerable groups of people worldwide. They are people whose States have failed them, compelling them to flee and seek international protection. The circumstances of their departure mean that most of them are destitute and therefore dependent upon host countries for their means of subsistence, including health care. This creates problems which are faced by the international community as a whole, and which must be addressed by the international community. The international dimension inherent in refugee matters founds the relevance of international law.
