ABSTRACT

The discussion in this chapter has been about legal and technical policy issues. This reflects the concepts for sharing information as an information system or infrastructure. If data and information sharing were to stay at the level of a data system, or a network of data systems, then its impact would be limited. Data systems are powerful, effective and efficient when they are designed for a specific purpose to meet a specific need: computer systems in banks, for example. Where they are designed with general purpose information in mind, then the challenge is greater and more complex, and their effectiveness much weaker.
